Kiev is the capital and largest city of Ukraine. In 2003, the city had 2,642.486 officially registered inhabitants, although the large number of unregistered migrants brings this number to almost 3 million. Administratively, Kiev is a municipality subordinated to the national level and does not belong to the Kiev Region. The city is an important industrial, scientific and cultural center of Eastern Europe. Kiev has extensive infrastructure, although quite old, considering the strong economic decline of Ukraine in the 1990s.

There is, however, a very developed system of public transport, including a subway system - the Kiev Metro.

The first written attestation of Kiev dates back to 482. Kiev had a large population since the 9th century, being favored by the Dnieper, which represented an important trade artery with the west and the east. From an economic point of view, Kiev made 17.8% of Ukraine gross domestic product, in the year 2008 being first, and the GDP/inhabitant level is more than three times higher than the national average.

The official twinning agreement was signed on December 21, 1999, in Kiev, Ukraine by Mr. Serafim Urechean, General Mayor of Chisinau and Mr. Alexander Omelcenko, President of the City State Administration, Kiev.

The shared democratic values and principles are the essential condition for integration into the International Community and, in this context, a primary and permanent activity of the local authorities' institutions is the intensification of relations with external partners, international institutions and organizations, as an example serving collaboration in different fields and initiating some projects of common interest.

Between the specialists of the cities of Kiev and Chisinau there are permanent exchanges of experience in the fields such as: technology of waste treatment, sanitation of the city, in the legislative field, of the tariffs and communal taxes, editorial, promotion and support of small business.

Official delegates of the Chisinau City Hall participated in various conferences and events organized in Kiev, among them the conference "Political and administrative management of European capitals", the international forum "Energy of cities in the 21st century: new perspectives", etc.

In order to facilitate the participation in various international scientific activities, to provide financial support for joint projects and programs, Kiev and Chisinau maintain collaborative relationships and relationships.

Over the years discussions and projects of common strategic interest have been initiated to maintain the continuity of the partnership between cities.

An important street in the Chisinau from Rascani district bears the name of the twin city of Kiev.
