Chisinau City Hall informs about the extension of the public consultation period for the draft decision "On the approval and implementation of local taxes for the year 2024", until December 28, 2023, 5:00 pm.

The measure was taken in view of the fact that the draft decision has a major economic impact on the business environment, as well as in order to ensure the possibility for participation of all stakeholders in the decision-making process, in accordance with the provisions of Law No. 100/2017 on normative acts, Article 12 of Law No. 239/2008 on transparency in the decision-making process, item 26 of Annex No. 1 to GD No. 967/2016 on the mechanism of public consultation with civil society in the decision-making process.

Mayor General Ion Ceban announced on Wednesday that the decision taken by the City Hall executive is to maintain the increase in local taxes for 2024 by only 6.1%, the same as for 2023, in order not to put pressure on the business environment in the capital. This is despite the fact that the inflation rate in 2022 was 29%, a phenomenon that caused multiple crises, and the experts' recommendation was to index taxes to the previous year's inflation rate.

In the next period, the municipality will start consultations on the draft on the approval of local taxes for 2024 with the Economic Advisory Council to the Mayor General, but also with business associations and other stakeholders, to ensure transparency of decisions adopted by the Chisinau LPA.

The draft decision on the approval of local taxes 2024 was prepared in accordance with the legislation in force: the Fiscal Code of the Republic of Moldova, the Law on Internal Trade, the GD on the approval of the Regulation on passenger and luggage transport by car, taking into account the proposals to modify the rates of local taxes, approved by the decision of the Chisinau Municipal Council no. 21/10 of 14.12.2022 for the year 2023, submitted by the General Department of Economy, Commerce and Tourism, the General Department of Urban Mobility, the General Department of Architecture, Urbanism and Land Relations, the Department of Collection of Local Taxes and Fees of the Chisinau City Hall.

The draft decision implements the local taxes, their rates and tax concessions on the territory of the Chisinau municipality for 2024.

The beneficiaries of the draft decision are: legal entities or individuals registered as entrepreneurs who have objects of taxation.

For the year 2023, in the Chisinau municipal budget, local taxes receipts were approved in the total amount of 346 million 160 thousand MDL, the share of receipts in the approved revenues of the Chisinau municipal budget for the year 2023 from taxes and fees is 12.2%.

It is proposed to adjust by 6% the rates of the market tax, the tax for commercial and/or service establishments, the tax for advertising devices, the tax for territorial planning, the tax for organizing auctions and lotteries on the territory of the Chisinau municipality, the tax for placing advertising, the tax for applying local symbols, the tax for parking, the tax for accommodation and the tax for providing passenger car transport services on the territory of municipalities, cities and villages (communes) under the taxi system.

For the fiscal periods 2021-2023, the rates of the tax for the provision of car passenger transport services on municipal minibus routes have been maintained at the level of 2020. In order to support the sector, taking into account the current critical situation in the transport activity on municipal minibus routes, the municipality proposes to maintain the rates of the tax for the provision of car passenger transport services at the level of 2023.

The rates for the sanitation fee, the dog fee, are maintained at the level of those approved for 2022 by CMC decision no. 21/10 of 14.1 2.2022 "On the approval and implementation of local taxes for the year 2023" (as amended).
